Philip W. Eaton, M.S.

President/CEO

Philip Eaton was named President/CEO of Rosecrance Health Network in 1982, but his connection to Rosecrance began in 1971 as a young social worker. His understanding of the roots of Rosecrance and his vision for the future has set the standard for the organization for more than 25 years. Under his leadership, Rosecrance opened Northern Illinois’ first chemical dependency treatment center for adolescents and Illinois’ only licensed recovery homes for female adolescents. Eaton holds a Master of Science Degree in Community Mental Health from Northern Illinois University and a Bachelor’s Degree in Sociology from Trinity College. He has served as Chairman and a Board member of the National Association of Addiction Treatment Providers (NAATP) and the Illinois Alcoholism and Drug Dependency Association (IADDA). Eaton was awarded the Northern Illinois University College of Health and Human Services Alumni of the Year Award in 2001; the Administrator of the Year Award by the American College of Addiction Treatment Administrators in 2002 and was the recipient of the Distinguished Community Award from the University of Illinois College of Medicine in Rockford in 2002. In 2011, Eaton was named Alumnus of the Year by Trinity College in Deerfield, IL.


Judith Jobe, M.S., CSADC

Senior Vice President and Chief Administrative Officer

Judi Jobe directs and coordinates all activities related to organizational development and performance improvement. In her tenure with Rosecrance, she has developed and implemented numerous programs that have received national and state recognition and have been adopted at best practice models. Jobe secured grants to establish a long-term recovery home for women with children and the study of adolescent aftercare models. She holds a Bachelor of Science in Family Services from Northern Illinois University, and a Master of Science in Management from Cardinal Stritch College. Jobe is a Certified Senior Addictions Counselor and Senior Professional in Human Resources. She is a member of board of the Illinois Alcohol and Other Drug Abuse Professional Certification Association, serving as Chair of the Education and Training Committee. She also was appointed by the Governor to serve on the Illinois Task Force on Women’s Issues in Treatment.


John F. Schuster, M.B.A.

Chief Financial Officer

John F. Schuster is responsible for all Rosecrance financial operations. He has nearly 30 years of experience in healthcare administrative leadership. Schuster is a certified public accountant with a bachelor’s degree in economics from the University of Chicago and a master’s in business administration from the University of Illinois. He is affiliated with the American College of Healthcare Executives and the Healthcare Financial Management Association, and previously taught at Marquette University, Southern Illinois University and Webster University.


David Gomel, M.S., CADC

Senior Vice President and Chief Operating Officer of Substance Abuse Services

Dave Gomel is the Senior Vice President and Chief Operating Officer of Addiction Services for Rosecrance Health Network. Gomel earned a Master’s degree in health service administration from the University of St. Francis and a Bachelor’s degree in psychology from Northern Illinois University. He also is a certified Alcohol and Other Drug Abuse (AODA) Counselor. Gomel serves on a number of local, state and national behavioral health committees and trade organizations, has served as a mentor for the Great Lakes ATTC and SAMHSA/CSAT/Partners for Recovery leadership program and presents regularly on issues of substance abuse. He began at Rosecrance in 1993.


Mary Ann Abate, M.S., L.S.W.

Vice President/Chief Operating Officer, Mental Health Services

Mary Ann Abate oversees all mental health operations for Rosecrance. These services include outpatient mental health treatment services and 24-hour emergency care for clients in psychiatric crisis. She is a licensed Illinois social worker who obtained her Master’s degree in community mental health from Southern New Hampshire University. Mary Ann began at the Janet Wattles Center in 1982, where she previously served as director. She has long been active in community service organizations, including Easter Seals Children’s Development Center, Junior League and Source.


Janis Waddell, M.S, CSADC

Senior Vice President of Marketing

Janis Waddell oversees all local, regional and national marketing efforts of the organization including working with private and public sector referral sources. She has more than 25 years’ experience in the addictions field, including 10 years of providing direct clinical services to adolescents. She earned her Bachelor’s Degree in Education from Western Illinois University and a Master’s Degree in Counseling/Education from Northern Illinois University. Her areas of expertise include behavioral healthcare marketing, insurance managed care contracting, adolescent and adult substance abuse treatment, and current trends. Janis joined Rosecrance in 1984.


Lynne Vass, CFRE

Senior Vice President of Development

Lynne Vass oversees The Rosecrance Foundation, public relations, strategic planning and church relations. She holds a Bachelor of Science degree from the Indiana University Kelly School of Business, a Master’s Degree in Business Education from Indiana University and is a Certified Fund Raising Executive. She has more than 30 years of philanthropic experience and 6 years of trust banking experience. Vass is a member of the Leadership Illinois Advisory board and former Vice President of the Leadership Illinois board of directors, a member of the Northern Illinois Planned Giving Council board of directors, a member and former President of the Association of Fundraising Professionals, Rockford Area Chapter, and a former Chairman of the Rosecrance board of directors. She has been with Rosecrance since 1991.
